Only the bravest citizens stay outside of their homes. On my way of thinking, these photos express panic atmosphere and how much people worried about their health.
On 3rd picture widely seen welfare of poor people. They don't steal waste in case of disability to pay checks or debts for bank, they are searching for profitable stuff. After a while fuel poor will sale everything to dispose waste, get some money and repeat action. The worst thing is that mostly everyone will have done the same in our environment. But none of us is safe from diseases, including indicated people.
